Buxton Business Improvement District (BID) Proposal
The board of Vision Buxton has appointed leading place management consultants The Mosaic Partnership to carry out a feasibility study to determine whether a BID would be right for Buxton town centre.
The BID Feasibility Study has now started, and businesses are invited to put forward their views on what projects they feel will benefit Buxton town centre.
What is a bid?
A BID is an innovative and exciting way to manage a place. It is a formal arrangement where businesses decide what improvements they would like to make to their trading environment, put it together in a detailed business plan along with how much it would cost, and what they would be prepared to pay to see it happen. This five year plan would then go to an independent vote of all the businesses. If the majority vote yes then it would go ahead. There are over 250 BIDs already operating in the UK in places like Bath, Royal Leamington Spa and Shrewsbury, and over 2000 worldwide.
Who are Mosaic?
The Mosaic Partnership are leading place management consultants who have developed over 80 BIDs in the UK and abroad.
The deadline for the Bid survey was 16th October. The responses are now being analysed. Thank-you to all who responded for your interest. We will bring you more information as soon as it is available.

The main project for 2017 has remained our decision, taken in the Spring, to establish whether Buxton should join the UK-wide network of Business Improvement Districts (BIDs). Having appointed the Mosaic Partnership to carry out the work, a feasibility study has begun where the town’s businesses are being asked whether they wish to be part of a BID which is designed to give our town’s businesses management of the way in which Buxton is promoted and marketed.
Vision Buxton feels strongly that our retail businesses and hospitality providers should take control of the town’s future marketing and promotion. To date it has been our organisation made up of members of the community working on a voluntary basis which has provided the town’s main marketing tools. With the Crescent opening in 2019 and other important additions to Buxton’s economic performance waiting in the wings, a democratically elected BID Board with a significant budget is clearly the way forward for the future of our town’s businesses, residents and visitors.

IF DECISION BY VISION BUXTON TO PROCEED FURTHER, THEN . . .
· Conduct detailed Business & Stakeholder Consultation & Research.
· Analysis and Presentation of Results & Research
Q2 - Q3 2018
· Commence the development of a 5-year business plan and further engagement with businesses and stakeholders.
· Publish Business Plan and commence ballot campaign to ensure all potential levy payers are informed.
· Conduct BID Ballot
IF BALLOT OF LEVY PAYERS IS FAVORABLE . . .
Before end 2018
· Buxton BID Company commences operations.
